The guest count, serving time and menu tier come first.
The main wedding package price changes with the real guest number, cocktail-service hours and selected tier. The booking also needs the date, address and any agreed extras, rather than relying on a headline figure for a different event.
Keep serving hours separate from the full venue-hire period. If you want a dinner or speech pause, or a change of room, agree that when the package is planned. Changes to attendance or the service arrangement need to be reflected in the booking, not left as a note for the team on arrival.

A practical example
Adding an extra evening serving hour changes the requirement even if the guest count is unchanged. Adding evening guests changes the requirement even if the finish time stays the same. Compare quotes with both inputs consistent.
